EDINBURG – Governor Abbot signed Senate Bill Five, also known as Safe Outdoor Dog Act protecting dogs who are chained by their owners.
Eddie Lucio, Jr., Texas State Senator for District 27 said he was confused as to why Governor Abbott vetoed the original Senate Bill 474 when it was first proposed but is grateful that it was later passed as senate bill 5.
“I am grateful for the governor to include this in the call in the special session,” said Lucio.
The new law also requires that dogs be in an area that allows them to avoid standing in water and exposure to excessive animal waste; shade from direct sunlight; and potable water.
Julian Whitacre, Development Coordinator at Palm Valley Animal Society said that having a dog chained could lead to injuries to the neck and skin.
“We’re excited that there is going to be a little bit more of a requirement for pet owners to be responsible pet owners,” said Whitacre.
